HCMC – The Party Central Committee’s Inspection Commission has requested the competent authorities to consider taking disciplinary actions against the Party Civil Affairs Committee of the Ministry of Finance and multiple senior officials in the 2016-2021 term, including former Finance Minister Dinh Tien Dung, reported local media.
The Central Inspection Commission held its 42nd meeting in Hanoi from June 12 to 14, presided over by Tran Cam Tu, chairman of the commission. The commission reviewed the results of inspections that revealed signs of violations and outcomes of reviews.
The commission found that the Party Civil Affairs Committee of the Ministry of Finance had violated the principle of democratic centralism and working regulations; and exhibited irresponsibility and lax leadership, allowing the Ministry of Finance and several organizations and individuals to breach Party rules and state laws on state management and policy advice regarding the issuance and trading of corporate bonds via private placement.
These violations involve a couple of entities under Van Thinh Phat Group; Advanced International Joint Stock Company (AIC); and businesses in the AIC ecosystem.
The violations have caused serious, irreparable consequences, posing a risk of huge state budget losses and damages to bond investors, negatively impacting the investment and business environment, social order and safety, causing public discontent, and diminishing the credibility of Party organizations and state management agencies, necessitating disciplinary measures.
The primary responsibility for these violations and shortcomings falls on the Party Civil Affairs Committee of the Ministry of Finance in the 2016-2021 term, and on individuals such as Dinh Tien Dung, Politburo member, secretary of the Hanoi City Party Committee, former secretary of the Ministry of Finance’s Party Civil Affairs Committee, and former minister of Finance; Vo Thanh Hung, member of the ministry’s Party Civil Affairs Committee, deputy minister of Finance; and former members of the Party Civil Affairs Committee of the ministry and Deputy Ministers of Finance Huynh Quang Hai, Do Hoang Anh Tuan, and Vu Thi Mai; and several other Party organizations and members.
Considering the nature, extent, consequences, and causes of the violations, and based on Party rules, the Inspection Commission decided to issue a disciplinary warning against the Standing Board of the Party Committee of the General Department of Vietnam Customs in the 2015-2020 term; the Party Committee of the Department of Planning and Finance in the 2015-2020 term; and the Party cells of the Department of Financial Administration, the State Budget Department for the 2015-2017, 2017-2020, and 2020-2022 terms.
The Inspection Commission also issued disciplinary warnings against Huynh Quang Hai; Pham Van Truong, Party secretary and head of the State Budget Department; Nguyen Truong Giang, Party secretary and head of the Department of Financial Administration; Nguyen Duong Thai, former deputy head of the General Department of Vietnam Customs; and Pham Van Viet, former Party secretary and head of the Department of Finance and Administration at the General Department of Vietnam Customs, Ministry of Finance.
The Inspection Commission also proposed the competent authorities consider taking disciplinary measures against the Party Civil Affairs Committee of the Ministry of Finance in the 2016-2021 term, and former Minister of Finance Dinh Tien Dung.
