HCMC – With all deputies present voting in favor, the National Assembly (NA) on Monday, May 5, passed a resolution amending and supplementing several articles of the 2013 Constitution, along with a resolution to establish a committee for the amendments.
NA Vice Chairman Nguyen Khac Dinh said on day one of the NA’s ninth sitting that the amendments are intended to codify the Party’s policy of further reforming and streamlining the political system to make it compact, efficient, and effective.
The changes also aim to provide a constitutional basis for restructuring the Vietnam Fatherland Front, socio-political organizations, and mass associations under the jurisdiction of the Party and the State, as well as to improve the two-tier local government system to better serve the people.
Regarding the orientation of the constitutional amendments, the NA Standing Committee proposed that the legislature consider revising and supplementing several articles of the 2013 Constitution, focusing on two key areas: provisions related to the Vietnam Fatherland Front and socio-political organizations; and provisions in Chapter IX to implement a two-tier local government model.
Transitional provisions are also proposed to ensure the continuity and smooth operation of local governments during the planned restructuring and merger of provincial- and commune-level administrative units, without organizing a district-level administration.
He emphasized that, since the scope of the proposed amendments is limited—affecting only about 8 out of 120 articles of the 2013 Constitution—it is recommended that the NA adopt the amendments in the form of a resolution.
Also at this afternoon’s session, the NA approved the establishment of a 15-member committee to draft amendments to the 2013 Constitution. The committee will be chaired by the chairman of the National Assembly and will include representatives from central-level agencies and organizations.
The committee for the amendments is tasked with studying and preparing the draft resolution on amending and supplementing certain articles of the Constitution for the NA’s review and feedback.
It will identify key content areas, issue a plan to collect public input as well as feedback from various sectors and government levels, and organize the review and incorporation of these contributions—along with comments from NA deputies—to finalize the draft resolution for consideration and approval during this ninth sitting.
