NA Standing Committee okays 30% land rent cut for 2025

HCMC – The National Assembly (NA) Standing Committee has endorsed a 30% reduction in land rent for 2025 and approved the inclusion of 11 new groups eligible for land use fee and land rent exemptions or reductions under the 2024 Land Law.

On April 25, at its 44th session, the committee reviewed a proposal to expand exemptions and reductions for land use fees and land rent under the 2024 Land Law. The proposal includes a 30% reduction in land rent for 2025.

Minister of Finance Nguyen Van Thang said the land rent reduction is part of an expansionary fiscal policy intended to timely support production and business, as well as cope with domestic and global economic challenges.

The proposal also helps achieve the National Assembly-approved GDP growth target of 8% or higher this year.

Phan Van Mai, chairman of the NA’s Economic and Financial Committee, said most members agreed on the Government’s proposal to reduce land rent in 2025 and to expand the list of eligible beneficiaries.

Along with land rent reduction for 2025, the Government is seeking feedback on several cases eligible for land use fee and land rent exemptions or reductions as stipulated in Clause 2, Article 157 of the 2024 Land Law.

The proposal outlines 11 groups expected to be eligible for land rent exemptions or reductions, including: resettled households in flood-prone areas of the Mekong Delta, relocated fishing village residents, policy banks and non-profit financial funds, cooperatives leasing land for production, projects in education, healthcare, and socialized sports, businesses investing in agriculture, digital technology, or innovation, and establishments employing ethnic minorities or people with disabilities, and others.

At the session, the NA Standing Committee approved the proposed 30% reduction in land rent for 2025 and the expanded list of groups eligible for land rent exemptions or reductions.

The committee will issue a resolution authorizing the Government to promulgate a decree for implementation.
