HCMC – The National Assembly will elect a new State President on Monday, October 21, the first day of the 8th session of the legislature, said Nguyen Thanh Hai, head of the NA Deputies’ Affairs Committee.
Speaking at a press conference on Sunday afternoon, Hai said that at its 10th plenum, the 13th Party Central Committee had unanimously voted to introduce a presidential candidate for the National Assembly to elect.
The National Assembly will also look into other personnel matters, but she did not elaborate.
NA Vice Chairman Nguyen Khac Dinh said, “Currently, this is only a draft program. It will only become official when approved by NA deputies. However, there might be little change, as the Standing Committee of the National Assembly has consulted various NA delegations on this matter several times.”
During this session, the NA will also debate and decide on the investment policy for a high-speed railway connecting the north and the south of the country.
The 8th session would last 29.5 days, said Vu Minh Tuan, deputy chief of the National Assembly Office. The National Assembly will consider 42 groups of matters, including 31 legislative items, 14 socio-economic and state budget items, and other personnel matters within its authority.
The NA is expected to pass 15 laws, including those amended, such as the Law on Notarization; the Law on Trade Unions; the Law on Cultural Heritage; the Law on Geology and Minerals; the Law on Anti-Human Trafficking; the Law on Fire Prevention, Fighting, and Rescue; the Law on Civil Air Defense; the Law on Urban and Rural Planning; the Law on Juvenile Justice; the Law on Value-Added Tax; the Law on Pharmaceuticals; and the Law on Officers of the Vietnam People’s Army.
The laws amending and supplementing several provisions of the Law on Health Insurance; the Law on Planning, the Law on Investment, the Law on Public-Private Partnership (PPP) Investment, and the Law on Bidding; amendments and supplements to several provisions of the Law on Securities, the Law on Accounting, the Law on Independent Auditing, the State Budget Law, the Law on Management and Use of Public Assets, the Law on Tax Management, and the Law on National Reserves are also expected to be passed during this session.
The National Assembly will consider 13 draft laws, including the Law on Digital Industry; the Law on Data; the Law on Electricity (amended); the Law on Public Investment (amended); the Law on Chemicals (amended); the Law on Teachers; the Law on State Capital Management and Investment in Enterprises; the Law on Special Consumption Tax (amended); the Law on Corporate Income Tax (amended); the Law on Employment (amended); amendments and supplements to several provisions of the Law on Oversight Activities of the National Assembly and People’s Councils; amendments and supplements to several provisions of the Law on Advertising; amendments and supplements to several provisions of the Law on Standards and Technical Regulations.
