HCMC – The northern province of Nam Dinh has submitted a proposal to invest an estimated VND29 trillion in an expressway connecting Nam Dinh City and Hoa Lu City in neighboring Ninh Binh Province.
The proposed project comprises a 20.7-kilometer expressway and 23.1 kilometers of access road. The expressway will link Nam Dinh’s Beltway No. 2 with Dinh Tien Hoang Street in Hoa Lu.
With a land clearance width of 200 meters, the expressway will allow for a maximum speed of 120 kilometers per hour on six main lanes.
The access roads include an 18-kilometer extended section of Nam Dinh’s Beltway No. 2 and 5.1 kilometers of new feeder road. These roads will have an urban eight-lane design and 10-meter sidewalks on both sides.
The land clearance corridor will be around 100 meters wide.
The project will be funded by the provincial budget, land-use rights auctions, and other legal sources.
Construction is scheduled for 2026–2029 following a planning phase from 2025–2026. The project is expected to be completed and settled by 2030.
The proposed expressway is expected to serve as a strategic infrastructure project that would enhance interprovincial links and boost socio-economic and tourism development in the Red River Delta.
