HCMC – The Ministry of Construction has authorized the Department for Roads of Vietnam to carry out routine maintenance and periodic repairs of National Highway 217, with nearly VND100 billion allocated for the effort.

The road section slated for maintenance stretches five kilometers, running through the former communes of Ha Dong and Ha Linh and connecting to the North-South Expressway interchange. Although this segment was previously earmarked for expansion, the Department for Roads of Vietnam noted that due to budget constraints, investment could not be arranged during the 2021–2025 period.

Under the national road network master plan for 2021–2030 with a vision to 2050, the 210-kilometer National Highway 217 passes through Thanh Hoa Province. It is classified as a class III–IV road, with two to four traffic lanes, but the section through the former Ha Dong and Ha Linh communes remains a class V road.

In accordance with the new Road Law and Government Decree No. 165/2024/ND-CP issued on December 26, 2024, the Ministry of Construction and the Ministry of Finance issued Decision No. 1832/QD-BTC on May 26, 2025, transferring the ownership of road infrastructure assets to Thanh Hoa Province. This includes the entire National Highway 217 in the province.

With the transfer of authority, Thanh Hoa now holds full responsibility for managing and investing in National Highway 217. The Ministry of Construction has called on the provincial National Assembly delegation to propose that the provincial government proactively allocate resources to maintain and upgrade the road in line with the master plan, ensuring safe and efficient transport.
