New five-tier electricity pricing system announced

HCMC – The power pricing system for household clients has been cut from six to five tiers, with the first tier set at around VND1,984 per kWh and the highest, the fifth tier, at VND3,967 per kWh.

The Prime Minister issued Decision 14 on May 29, outlining the new household electricity tariff rates as follows:

  • Tier 1: First 100 kWh: 90% of the average retail electricity price;
  • Tier 2: From 101 to 200 kWh: 108%;
  • Tier 3: From 201 to 400 kWh: 136%;
  • Tier 4: From 401 to 700 kWh: 162%;
  • Tier 5: Above 700 kWh: 180%.

The current average retail power tariff is VND2,204.0655 per kWh, excluding VAT. Accordingly, the lowest rate (Tier 1) is around VND1,984 per kWh, while the highest (Tier 5) reaches VND3,967 per kWh.

The new power tariff ranges will not take effect immediately. Although Decision 14/2025 is effective from May 29, 2025, it will only be applied following the next adjustment of the average retail electricity price after that date.

Currently, the six-tier electricity pricing system remains in effect.

Retail power tariffs were recently raised on May 10, from VND2,103.11 per kWh to VND2,204.0655 per kWh, excluding VAT.

Under the current regulations, retail power tariffs are adjusted once every three months following the most recent price change. Based on this schedule, the new electricity pricing system could officially take effect as early as August 2025.
