HCMC – Party General Secretary To Lam has ordered a freeze on senior appointments ahead of the country’s major political system shakeup.

Speaking at a national hybrid conference held today, December 1, Lam said the Politburo under the Party Central Committee had decided to suspend the placements and promotions of officials for leadership positions at Party organizations and Government ministries subject to restructuring.

All leadership and other senior appointments in the Government have been put on hold until the overhaul is done.

Party General Secretary To Lam said the political system restructuring process is not about quantitative reductions, but about removing unnecessary positions, unproductive tasks, and inefficient processes. “State agencies cannot be safe havens for underperforming officials,” he stressed.

The goal is to channel resources towards key priorities.

Lam ordered Government efficiency be increased and Vietnam be ready for a new era of prosperity and development. He challenged the country to demonstrate its capacity, determination, and will to achieve the goals of becoming an upper middle-income country by 2030 and a high-income country by 2045.

“This is a huge challenge that requires a streamlined approach,” said Lam. “There is no room for further delay.”

He also called for breakthroughs in institutional reforms, urging the removal of all obstacles and bottlenecks to unlock resources and drive robust administrative reforms. This, he stated, would create a conducive environment for the country’s development.

Lam criticized behaviors such as red tape, negligence, and work delays among officials and agencies.
