North-South Expressway to be expanded under public-private partnership

HCMC – Deputy Prime Minister Tran Hong Ha has endorsed the Ministry of Construction’s proposal to expand the entire North-South Expressway under a public-private partnership (PPP).

The Government Office has released Deputy Prime Minister Tran Hong Ha’s conclusion from a recent meeting on plans to expand sections of the eastern North-South Expressway through PPP, the Government news site reported.

As part of the plan, the ministry will collaborate with investors from three existing PPP component projects to explore expansion options.

For the remaining 15 projects previously funded by the state, the ministry will lead efforts in coordination with relevant agencies to transition them to the PPP model for future investment.

The Ministry of Construction is required to submit a report to the prime minister by August 4, detailing the political, legal, economic, and practical justifications for the proposed investment plan.

The report should also include the recommended investment approach and any proposed special mechanisms, if applicable.

In recent months, several infrastructure firms have expressed interest in expanding the North-South Expressway from four to six lanes through PPP.

Son Hai Group has proposed investing in a 263-kilometer section from Hoai Nhon in the former Binh Dinh Province (now Gia Lai) to Nha Trang in Khanh Hoa Province.

Deo Ca Group has recommended expanding 19 component projects totaling 1,241 kilometers, while Phuong Thanh Company aims to develop over 200 kilometers of expressway, including the Vung Ang-Bung-Van Ninh and Phan Thiet-Dau Giay sections.

Vidifi, meanwhile, has proposed upgrading six sections in northern Vietnam, covering a combined 300 kilometers.
