Over 39,000 driver’s certificates illegally issued

HCMC – A driving testing and training center based in the southern province of Dong Nai has been found to have illegally issued over 39,000 vocational certificates to students, according to the Ministry of Public Security.

The Police Department for Corruption, Smuggling, and Economic Crimes (C03) announced today, August 14, that they are investigating a case of document falsification and bribery involving the Saigon Driving Training Center located in Dong Nai and other entities involved.

Between January 2020 and April 2023, the Saigon Driving Training Center processed 935 driver training applications, with the Dong Nai Department of Transport validating training for 63,458 students. Vocational certificates are required for students before taking driving tests.

However, the center outsourced training duties to unqualified individuals and falsified student records, leading to the unlawful issuance of vocational certificates to 39,021 students.

As part of the ongoing investigation, C03 has requested that all individuals who attended B1, B2, and C driving courses at this center between January 2020 and April 2023 provide relevant information to the Ministry of Public Security.

In April 2023, Ho Dinh Thai Hoa, director of the Saigon Driving Training Center, was arrested on charges of document falsification. Eight months later, additional charges were brought against Hoa for accepting bribes to overlook violations in driver testing.
