HCMC – The 14th Central Committee of the Communist Party of Vietnam opened its second plenum this morning, March 23, to deliberate on high-level personnel for the State and the 2026–2031 strategic development plan.
Party General Secretary To Lam presided over the opening session, emphasizing that the plenum’s decisions will serve as the legal corridors and operational rules to institutionalize the Resolution of the 14th National Party Congress.
The plenum is scheduled to run through March 27.

The plenum will discuss the 14th Central Committee’s full-term working program; the working regulations of the Party Central Committee, the Politburo and the Secretariat; the implementation of the Party Statutes; and regulations on Party inspection, supervision, and discipline.
Delegates will also review the working regulations of the Central Commission for Inspection and regulations on political and ideological work within the Party. The agenda includes reviewing major Party Central Committee resolutions on inspection, supervision, and the campaign against corruption, wastefulness, and negativity.
Furthermore, the plenum will consider high-level personnel for th State for the 2026–2031 tenure and deliberate on the five-year socio-economic development plan, national financial plans, the 2026–2031 medium-term public investment plan and other vital issues.
