Party Central Committee plenum opens

HCMC – The 13th plenum of the 13th Party Central Committee (PCC) opened in Hanoi this morning, October 6, presided over by Party General Secretary To Lam.

The meeting takes place as Vietnam marks 80 years since the August Revolution and National Day, with the Party emphasizing national unity, social stability, and growing public confidence amid positive economic performance.

In his address, General Secretary To Lam said Vietnam has demonstrated resilience and adaptability in navigating global challenges such as trade tensions, supply chain disruptions, and natural disasters. He noted that the Party has maintained stability and continued progress despite rising geopolitical competition and external pressures.

The key agenda items for the 13th plenary session include preparations for the 14th National Party Congress and discussions on socio-economic situation.

Lam called on Party Central Committee members to uphold responsibility, discipline, and effectiveness in their work, stressing that revolutionary momentum must come from tangible results that improve people’s daily lives.

According to the agenda, the PCC will give opinions and vote on the list of candidates for the 14th Party Central Committee and the 14th Central Inspection Commission.

As of August 20, all Party organizations nationwide had completed their personnel nominations for the next Central Committee and submitted the results to the Personnel Subcommittee.

Based on these inputs, the Politburo reviewed, evaluated, and finalized the proposed list of candidates and conducted internal voting in line with Party regulations. The Politburo also carried out the same process for candidates for the next Central Inspection Commission, including re-elected and first-time members.

At the plenum, the Politburo presented its report and personnel proposals to the Central Committee for feedback before delegates vote on the nominations for the two key Party bodies.

Regarding preparations for the 14th National Party Congress’s documents, the draft reports have undergone multiple revisions, especially following consensus reached at the 11th and 12th plenums. The documents are said to meet the standards required for submission to the Congress, consolidating the essence of seven new Politburo resolutions and identifying 17 key new directions for the nation’s next development phase.

The draft documents summarize the past five years while outlining objectives and tasks for the next five years, setting a long-term vision for Vietnam’s development toward the mid-21st century.

On the economic front, a report presented at the meeting showed that Vietnam’s GDP grew 8.22% in the third quarter and 7.84% in the first nine months of 2025. Budget revenue reached nearly VND2 quadrillion, equivalent to 97.9% of the full-year target, while the trade surplus stood at nearly US$17 billion. All 15 national targets for 2025 are expected to be met or exceeded, with annual GDP growth estimated at 8.1% to 8.5%.

The 13th plenum is scheduled to run through October 8.
