Party chief To Lam highlights discipline, governance, economic principles at end of plenum

HCMC – Party General Secretary To Lam called on all Party members and officials to uphold the “Four Firm Commitments” on politics and ideology and implement the “Four Core Principles” guiding economic growth during the closing session of the 14th Central Committee’s second plenum on March 25.

The session concluded after three days of discussion, with To Lam presiding. He emphasized strengthening the Party’s ideological foundations to enhance leadership capacity, unity, and governance, reported the Government news website (baochinhphu.vn).

The “Four Firm Commitments” include applying and developing Marxism-Leninism and Ho Chi Minh Thought, maintaining the goals of national independence and socialism, following the Party’s Doi Moi policies, and upholding organizational principles to protect and build a socialist Vietnam.

For economic growth, the “Four Core Principles” stress sustainable, high-quality growth; macroeconomic stability with controlled inflation; efficient use of resources with priority for key projects and public-private partnerships; and ensuring growth benefits the people and social equity.

To Lam called for a new Party resolution on the country’s development model centered on science, technology, innovation, and digital transformation. He also highlighted the two-tier provincial and municipal governance model, noting its role in strengthening provincial strategy, commune-level execution, and public and business satisfaction.

The Party general secretary warned that rapid growth and large-scale projects could increase risks of corruption and waste. He urged strict oversight, preventive mechanisms, and protections for officials taking responsible action in the public interest.

To Lam emphasized strategic autonomy, risk management, and social stability as prerequisites for investment, market expansion, and deeper international integration. He concluded by calling for unified determination across the Party, the people, and the military to achieve the development goals set by the 14th National Party Congress.
