HCMC – The Politburo and the Secretariat have mandated the temporary suspension of Party congresses at communal and district levels and urged the submission of proposals to merge certain provinces and abolish district-level administrations.
Secretariat permanent member Tran Cam Tu signed Conclusion No. 127 of the Politburo and the Secretariat on February 28, regarding the implementation of research and proposals for the continued restructuring of the political system’s organizational apparatus.
The Politburo and the Secretariat have also ordered the temporary suspension of Party congresses at communal and district levels. Following the 11th plenum of the Party Central Committee, the Politburo will provide specific directives and guidance.
They have also instructed a review, amendment, and supplementation of Party regulations, the Constitution, and State laws.
Specifically, the Central Organization Commission, the Central Inspection Commission, the Party Committee of central Party agencies, the Party Committee of the Government, the Party Committee of the National Assembly (NA), the Party Committee of the Central Committee of Vietnam Fatherland Front, central mass organizations, and other relevant agencies are tasked with proactively reviewing and proposing amendments and supplements to the Party Charter, regulations on the implementation of the Party Charter, and rules on Party inspection, supervision, and discipline during the preparation of related proposals.
This content must be reported to the Politburo and submitted to the Party Central Committee before April 9.
The NA’s Party Committee is assigned to lead and coordinate with the Government’s Party Committee in directing the Party Committees of the Law and Justice Committee and the Ministry of Justice to study amendments and supplements to certain provisions of the Constitution, focusing on issues related to the organizational structure of the political system.
This content must be reported to the Politburo in early March 2025 for submission to the Party Central Committee before April 7. The amendments and supplements to certain provisions of the Constitution must be completed no later than June 30.
The Politburo and the Secretariat have also instructed the study of guidelines for merging certain provincial-level administrative units, eliminating district-level administrations, and consolidating some communal-level units.
They aim to implement a two-tier local government model to ensure a streamlined, efficient, effective, and high-performing system.

At the provincial level, in addition to considering population size and area, it is essential to thoroughly study the national master plan, regional and local planning, socio-economic development strategies, sectoral development, expansion of development space, and the promotion of comparative advantages.
