HCMC – The 15th plenum of the 13th Central Committee of the Communist Party of Vietnam (CPV) opened in Hanoi City on December 22, with discussions centering on personnel arrangements for the 14th National Party Congress.
Party General Secretary To Lam delivered opening remarks. Politburo member and State President Luong Cuong presided over the opening session on behalf of the Politburo.
The Party Central Committee met in plenary session on the first working day of the plenum. General Secretary To Lam called on members to approach the selection of personnel for the 14th Congress with responsibility, objectivity, and fairness. He also urged candid and constructive contributions to the Congress agenda, the Government Portal (chinhphu.vn) reported.
Following the opening session, the Party Central Committee held a closed-door meeting to review and finalize a report on personnel work for the 14th Party Central Committee. The report will be submitted to the 14th National Party Congress and the first plenum of the 14th Party Central Committee for approval and elections in accordance with Party regulations.
In the afternoon, delegates gathered for group discussions to comment on draft documents to be presented at the 14th National Party Congress. These include the Political Report, a review of key theoretical and practical issues arising from Vietnam’s socialist-oriented reform process over the past 40 years, and a review report on 15 years of implementation of the Party Charter from 2011 to 2025, along with proposals for amendments.
The 15th plenum is also considering preparations for the 14th National Party Congress. The agenda focuses on three main areas:
- Personnel matters for the congress;
- Draft content of congress documents;
- Organizational work, including working rules, election regulations, and reports on Party inspection, supervision and disciplinary enforcement. Additional items include reports on inspection and discipline work for 2025 and task orientations for 2026, plans to review 100 years of CPV leadership from 1930 to 2030, an assessment of 40 years of implementing the platform on national construction in the period of transition to socialism, and preparations for organizing the 14th National Party Congress.
