HCMC – The 13th Central Committee of the Communist Party of Vietnam today, July 18, began its 12th plenum, with personnel orientations for the 14th National Party Congress among key topics of discussion.
The plenum, which lasts until July 19, is looking into the standards, structure, number, and allocation of delegates to the upcoming National Party Congress, slated for early next year, the Office of the Party Central Committee said in a press release on the first working day of the 12th plenary meeting.
In the morning session, Party General Secretary To Lam delivered opening remarks and President of State Luong Cuong, on behalf of the Politburo, later chaired the meeting of Party Central Committee members.
The Party Central Committee reached consensus on the plan to finalize the draft documents to be submitted to the 14th National Party Congress, including three reports: a new political report (integrating the contents of three previous reports—namely, the Political Report, the Socio-Economic Report, and the Report on Party building and implementation of the Party Charter); the Report on the implementation of the Party Charter; and the Summary Report on key theoretical and practical issues in the 40 years of Doi Moi (renovation) policy toward socialism in Vietnam.
The Party Central Committee also addressed several personnel-related matters.
In the afternoon, the Party Central Committee worked in groups to discuss three key topics: (1) Orientations for personnel planning for the 14th National Party Congress; and the standards, structure, number, and allocation of delegates to the 14th National Party Congress; (2) Draft documents for the 14th National Party Congress under the new orientation agreed upon by the Party Central Committee; (3) Several issues related to the amendment and supplementation of Party Central Committee resolutions to form the political and legal basis for continuing national reform and renewal in the future, including land-related policies (Resolution 18-NQ/TW dated June 16, 2022), building a socialist state ruled by law (Resolution 27-NQ/TW dated November 9, 2022), and education and training (Resolution 29-NQ/TW dated November 4, 2013, and Resolution 19-NQ/TW dated October 25, 2017).
The plenum also discusses the policy direction for adjusting the national master planning for the 2021–2030 period with a vision to 2050.
