HCMC – The 13th plenum of the 13th Party Central Committee concluded in Hanoi today morning (October 8), having completed all items on its agenda, including the list of candidates for the Party Central Committee and Central Inspection Commission in the next tenure.
In his closing remarks, Party General Secretary To Lam announced that the Party Central Committee had approved the documents to be submitted to the 14th National Party Congress and reached consensus on personnel recommendations for the 14th Party Central Committee and Central Inspection Commission.
“Each issue was thoroughly prepared, carefully discussed, and decided with broad consensus. Many of them are core matters directly linked to the success of the 14th National Party Congress, the goal of rapid and sustainable development, and the improvement of people’s living standards,” he said.
Key priorities included preparing for Party congresses at all levels ahead of the 14th National Party Congress, with a focus on drafting Party documents and personnel work, as well as preparations for the elections of the 16th National Assembly and People’s Councils at all levels for the 2026–2031 tenure.
The Party Central Committee adopted a conclusion on the 2025 socio-economic development plan, reaffirming the determination to fulfill the remaining targets of the 2021–2025 five-year plan and to lay the groundwork for the 2026–2030 financial and budget plan with a focus on macroeconomic stability, public debt safety, and social security.
The committee identified institutional bottlenecks that need to be resolved immediately within the Party Central Committee’s authority and established a mechanism for regular inspection and evaluation to ensure accountability and encourage initiative and innovation for the common good.
After open and responsible discussions, the Party Central Committee reached consensus on nine major directions:
– Thorough preparations for the 14th National Party Congress, refining documents to highlight strategic visions and breakthroughs in institutional reform, infrastructure, and human resources, as well as digital and green transformation and regional connectivity.
– Fulfilling and surpassing remaining socio-economic goals of the 13th National Party Congress and the development plans for 2025 and 2021–2025, while maintaining macroeconomic stability, controlling inflation, and accelerating public investment disbursement.
– Preparing for the 10th sitting of the current 15th National Assembly and organizing the elections of the National Assembly and People’s Councils at all levels in the 2026–2031 term.
– Refining the two-level local government model and streamlining the three-level political system.
– Removing institutional bottlenecks in land, investment, construction, environment, and energy.
– Intensifying the fight against corruption, wastefulness, and misconduct with the principle of “no forbidden zones, no exceptions.”
– Ensuring national defense, security, and proactive foreign relations while safeguarding terrritorial integrity, independence and sovereignty, and proactively adapting to new trade policies of major partners.
– Strengthening communication and public orientation to foster social trust in the country’s defense and development path.
– Strictly implementing the conclusions of the 13th plenum and recent Politburo sessions with clear objectives, timelines, and accountability.
In his conclusion, To Lam stressed the need for decisive, transparent, and consistent action to turn major policies into tangible results.
He called for adherence to the principle of “three focuses – three transparencies – one measure”:
Three focuses: Rapid institutionalization of resolutions and conclusions adopted by the Party Central Committee, Politburo and Secretariat; determined implementation; regular inspection and prompt problem-solving.
Three transparencies: Transparency in progress, responsibility, and outcomes to ensure public oversight.
One measure: The people’s living standards and trust.
“Better public services, broader job and business opportunities, lower administrative costs, and a more peaceful, prosperous society — that is our ultimate goal,” To Lam said.
He urged local Party committees and authorities, especially at the provincial level, to shift from “process-based” to “result-based” approaches, ensuring that every task has clear outputs, responsible entities, and completion timelines, thereby driving concrete progress and improving people’s lives.
