Permit-free construction pilot may be extended

HCMC — Prime Minister Pham Minh Chinh has directed the Ministry of Construction to study expanding the pilot program exempting certain building projects from permits and report to the Government in the fourth quarter, reported local media.

In a directive on accelerating measures to achieve 2025 economic growth targets, the prime minister told the ministry to work with HCMC and Hanoi City to review and assess the current trial of construction permit exemptions for residential buildings in areas with approved 1/500 detailed plans.

Chinh has previously emphasized that if a plot already has detailed zoning regulations, such as building density, green space, height, and spacing, owners should be able to build accordingly without having to apply for a permit.

HCMC has identified 112 of 356 individual housing projects eligible for exemptions and has proposed expanding eligibility to houses under seven stories in planned or approved urban design areas. The city is also considering extending the list to include newly merged areas in parts of Binh Duong, Ba Ria–Vung Tau, and Con Dao.
