Phase one of HCMC–Moc Bai Expressway set for groundbreaking in April

HCMC – HCMC plans to break ground on phase one of the HCMC–Moc Bai Expressway in April, following the selection of an investor for the project’s main component under a public–private partnership (PPP).

The city’s Project Management Board for Investment and Construction of Transport Works said the main section will be developed under a build–operate–transfer (BOT) contract. The project is currently in the investor selection stage.

The expressway project received investment approval from the prime minister on August 2, 2024. It will span 51 kilometers, including 24.7 kilometers in HCMC and 26.3 kilometers in Tay Ninh Province. The route will connect Beltway 3 in HCMC with National Highway 22 in Tay Ninh.

Designed to expressway standards, the road will have a design speed of 120 kilometers per hour. Phase one will feature four lanes, with a planned expansion to six lanes in the full phase. Total investment, including interest costs, is estimated at VND19.6 trillion. Of this, the state will contribute VND9.67 trillion, while the private investor is expected to mobilize about VND9.94 trillion.

The project is divided into four sub-projects. Sub-project 1 covers construction of the expressway under a build-operate-transfer (BOT) contract. Sub-project 2 involves frontage roads and overpasses. Sub-projects 3 and 4 focus on land clearance, compensation and resettlement in HCMC and Tay Ninh.

According to the authority, bidding to select an investor for sub-project 1 will take place in January and February. Approval and contract negotiations are scheduled for March, paving the way for construction to start in April. The expressway is expected to open to traffic by the end of 2027.

Investor interest was surveyed in September 2025, with three companies submitting expressions of interest. HCMC authorities have since approved the investor selection method and assigned the transport authority to proceed with bidding procedures.

Construction of one package under sub-project 2 began in late 2025. Other packages are under appraisal and are expected to be completed and put into operation in 2027. The sub-project includes nearly 43 kilometers of frontage roads, along with overpasses and underpasses for local traffic.

Land clearance is progressing in both localities. In HCMC’s Cu Chi District, compensation has been paid to about 75% of affected cases. In Tay Ninh, more than 91% of compensation funds have been disbursed, with over 2,100 households receiving payments.

Once completed, the HCMC–Moc Bai Expressway is expected to improve connectivity between the southern economic hub and the Cambodian border, supporting trade, logistics and regional development.
