HCMC – Party General Secretary To Lam announced that the 14th plenum of the 13th Party Central Committee had reached a consensus on candidates to be introduced to the Politburo and the Secretariat for the 14th tenure.
The 14th plenum concluded today, November 6, after two working days. In his closing remarks, To Lam, General Secretary of the 13th Party Central Committee, said the meeting had completed all its planned agenda items with a high level of consensus.
According to him, the Party Central Committee decided on several important matters, including the number of members and personnel nominations for the Politburo and the Secretariat of the 14th tenure, senior leadership positions of the Party and the State, and preparations for the upcoming 14th National Party Congress.
The Party chief summarized the main outcomes and tasks to be carried out before the 15th plenum and the 14th National Party Congress.
First, the Party Central Committee conducted democratic and thorough discussions and reached a strong consensus on personnel to be introduced for the next-term Politburo and Secretariat. The Politburo and the Personnel Subcommittee of the 14th National Party Congress were assigned to continue reviewing and finalizing personnel plans in accordance with the established orientations and procedures, to be submitted to the 15th plenum for consideration and decision.
The committee also agreed on the draft agenda, working regulations, and election rules for the 14th National Party Congress, authorizing the Politburo to incorporate members’ feedback and finalize the drafts for submission to the congress.
Second, the committee reviewed reports on the leadership and direction of the 13th Party Central Committee, the working regulations of the Party Central Committee, the Politburo, and the Secretariat, as well as the report of the Central Inspection Commission.
Third, the Politburo was assigned to direct the Documents Subcommittee and relevant agencies to incorporate feedback from political organizations and the public, complete the draft documents, and present them to the 15th plenum for final review before submission to the 14th National Party Congress which is expected to take place from January 19 to January 25, 2026.
Fourth, the 14th plenum highly appreciated the unity, leadership, and determination of the 13th Party Central Committee, the Politburo, and the Secretariat amid a complex domestic and international environment marked by multiple challenges, natural disasters, and epidemics. Under their guidance, Vietnam has achieved comprehensive and significant progress in socioeconomic development, defense, security, foreign affairs, and Party building, fulfilling most goals set out in the 13th National Party Congress resolution.
Nevertheless, the Party chief acknowledged certain shortcomings, such as the slow institutionalization of some Party resolutions, limitations in state management, and delays in major project implementation and public investment disbursement. He emphasized that the main causes were subjective, including a lack of decisiveness and innovation among some leaders.
Fifth, one of the most notable breakthroughs in implementing Resolution 18 has been the transition to a two-level local government structure and the reorganization of provincial and communal administrative boundaries. This reform has created new space and opportunities for national development. After four months of implementation, the model has shown positive results, improving governance efficiency and gaining public and business support.
General Secretary To Lam directed the entire political system to ensure the two-level local government model operates effectively by clearly defining authority across all levels, strengthening accountability, and enhancing transparency through digital interconnection, real-time data updates, and results-based public finance.
He stressed the principles of “local decision-making, local implementation, and local accountability,” alongside “clear responsibility, clear authority, clear deadlines, clear resources, and clear outcomes,” under the motto “Serving the People” and “Performance is the highest measure of a cadre’s capability and integrity.”
Sixth, as 2025 nears its end, with many targets yet to be achieved and natural disasters affecting many parts of the country, the Party chief called on all Party Central Committee members to heighten their sense of responsibility to the nation and the people. He urged them to focus on fulfilling the goals set by the 13th National Congress and local Party resolutions, and to promptly implement the 14th plenum’s conclusions, contributing to the success of the 14th National Party Congress.
