He proposed striving to begin construction of the Lao Cai–Hanoi–Haiphong railway line in 2025, followed by the Dong Dang–Hanoi and Mong Cai–Halong–Haiphong lines.

He underscored the importance of seizing development opportunities in science and technology, leveraging geographic proximity to tap into economic cooperation potential and develop various industries, while actively promoting railway cooperation mechanisms.
He affirmed that China is willing to expand imports of Vietnamese agricultural products and supports Chinese enterprises in increasing high-quality investments in Vietnam. He also called on relevant ministries and agencies of both countries to implement joint cooperation projects.
