PM orders urgent crackdown on illegal slaughtering

HCMC – Prime Minister Pham Minh Chinh mandates the decisive replacement of any officials found to be negligent or ethically compromised in the oversight of livestock slaughtering.

This directive is a core element of Official Dispatch No. 26/CD-TTg, issued by the prime minister on March 30 to rectify slaughtering controls and reinforce public service discipline across the country.

Recent reports showed large-scale illegal trade and the slaughter of diseased pigs, a particularly serious violation that has compromised veterinary hygiene, threatened public health and exposed significant gaps in state management.

Under this dispatch, leaders of localities are held fully accountable for any local violations and must oversee a comprehensive sweep of slaughterhouses, transit points, and wholesale markets.

The prime minister also demanded an end to the legalization of substandard facilities and urged the transfer of cases with signs of criminal offenses to investigative agencies. Beyond personnel changes, the directive emphasizes a structural shift toward managing the entire supply chain, with the slaughtering process serving as the core hub for product traceability.

At the ministerial level, the Ministry of Agriculture and Environment will spearhead nationwide specialized inspections to ensure facilities meet technical and environmental standards. Concurrently, the ministries of Public Security, Industry and Trade, and Health are tasked with tightening market surveillance and food safety checks, particularly in collective kitchens and schools.
