PM to approve leadership of 23 new provinces as two-level local governance model takes effect

HCMC – Prime Minister Pham Minh Chinh is set to approve the appointments of chairpersons and vice chairpersons for the people’s committees of 23 newly consolidated provinces and cities, following the endorsement of personnel plans by the Politburo and the Secretariat.

The move is among key directives outlined in Official Telegram No. 92, which aims to ensure the smooth nationwide implementation of the two-level local governance model starting July 1. Under this new structure, all provincial- and commune-level administrative units are to be fully operational across the country.

The Ministry of Home Affairs has been assigned to urgently advise the prime minister on leadership appointments, and to issue a handbook guiding commune-level authorities in carrying out their duties, with a deadline set for June 30.

The prime minister also asked ministries to expedite the promulgation of circulars on decentralization and delegation of authority. These must be completed by June 25. In addition, updates must be reflected in the National Database on Administrative Procedures, covering the 28 government decrees on decentralization, delegation, and clarification of responsibilities.

Local governments are instructed to begin piloting the new governance model immediately. This includes organizing meetings of key bodies such as People’s Committees, People’s Councils, and the Fatherland Front Committees, as well as operating document management systems and public administration service centers.

Regarding personnel restructuring, the prime minister emphasized the need to streamline procedures and complete compensation payments for public servants and employees affected by the reorganization no later than June 30. Ministries and localities are tasked with reviewing and simplifying inter-agency procedures to expedite these processes.

The Government will continue to monitor the establishment of specialized departments at the provincial level, only permitting the creation of unique entities when criteria are fully met. At the same time, agencies and localities that fail to meet implementation deadlines will face review, criticism, and potential disciplinary action.

The two-level local governance model is being implemented in line with the Politburo’s Conclusion No. 167, which calls for the consolidation of provinces and communes nationwide. The new structure is expected to enhance administrative efficiency and improve public services at all levels.
