PM urges careful preparations for 234 projects to celebrate 14th National Party Congress

HCMC – Prime Minister Pham Minh Chinh has called for meticulous preparations for the simultaneous groundbreaking and inauguration of 234 large-scale projects nationwide, which are set to mark the 14th National Party Congress.

He chaired a meeting of the Government Standing Committee on December 16 with ministries, agencies and localities to review preparations for the ceremonies. Attending the meeting were Deputy Prime Ministers Tran Hong Ha, Bui Thanh Son, Le Thanh Long and Ho Quoc Dung, along with ministers and local leaders.

Following the PM’s directive, the Ministry of Construction requested ministries, local authorities, corporations and state-owned groups to register and prepare major projects eligible for inauguration, groundbreaking or technical opening in celebration of the January 2026 National Congress of the Communist Party of Vietnam.

As of December 14, 2025, the ministry had compiled a list of 234 projects across 34 provinces and cities that meet the required conditions. Of these, 148 projects are scheduled for groundbreaking, while 86 projects will be inaugurated or technically opened. The list includes 38 projects managed by ministries and central agencies, 39 by corporations and state-owned groups, and 157 by localities.

The total investment capital of the projects exceeds VND3.4 quadrillion. State-funded projects account for 96, with combined capital of more than VND627 trillion, while 138 projects are funded by other sources, with total investment exceeding VND2.79 quadrillion.

According to the plan, the ceremonies will be held on the morning of December 19, coinciding with the 79th anniversary of the National Resistance Day (December 19, 1946–2025). The event will be organized in a hybrid format, combining in-person and online participation, connecting 79 sites nationwide. The main venue will be in Hanoi, with 11 in-person sites in provinces and cities, and online connections to 67 project locations and other registered sites.

Concluding the meeting, PM Chinh assigned his deputies to oversee the preparations and tasked the Ministry of Construction, as the standing agency, to coordinate with the Government Office, Vietnam Television and relevant ministries and localities. He instructed them to continue reviewing the list of eligible projects, as well as the timing, locations and organizational formats of the ceremonies.

The PM stressed the need to strictly comply with all legal procedures for groundbreaking and inauguration, while ensuring adequate site preparation, logistics, technical facilities, security and safety. He also called for well-organized ceremonial arrangements, especially at the main venue in Hanoi, in line with the “six-clear” principle: clear responsibility, task, timeline, outcome, authority and accountability.
