HCMC – Prime Minister Pham Minh Chinh emphasized that Vietnam is committed to being a reliable friend and responsible member of the international community, pursuing an independent and proactive foreign policy for peace, cooperation, and development.
The remarks came during the opening and plenary sessions of the Autumn Economic Forum 2025 in HCMC, held under the theme “Green Transition in the Digital Era.” The week-long forum, running from November 24-30 and jointly organized by HCMC, the Ministry of Foreign Affairs, and the World Economic Forum, brought together over 1,500 domestic and international participants.
PM Pham Minh Chinh highlighted Vietnam’s strategic approach to integrating two key 21st-century drivers: digital and green transformation. He underlined the goal of building a smart, sustainable, and globally integrated economy.
Addressing current global challenges, the PM noted political polarization, economic fragmentation, slow global growth, rising debt, disrupted supply chains, and employment pressures. Despite these hurdles, he said Vietnam sees opportunities to strengthen cooperation, share resources, and build mutual trust for a prosperous and sustainable future.
“Green transformation in the digital era is an inevitable trend, a strategic choice, and a priority for all countries seeking rapid and sustainable development,” he said.
Vietnam’s approach prioritizes people, enterprises, and communities as central to development. Economic growth must not come at the expense of environmental protection or social welfare. The country is committed to achieving net-zero emissions by 2050, opening markets, and establishing a legal framework to attract green capital and technology.
The PM stressed the importance of smart governance, institutional reform, and high-quality human resources to support green and digital transformation. International cooperation in technology—particularly AI, biotechnology, quantum computing, semiconductors, and nuclear energy—is also a key focus.
Prime Minister Pham Minh Chinh outlined five lessons from Vietnam’s development experience and encouraged international partners to collaborate under the principle of “shared benefits, shared risks.” He said the forum is not just a platform for dialogue, but a space to transform ideas into concrete actions that advance a sustainable, inclusive, and human-centered future.
Sessions at the plenary forum addressed topics such as building a smart economy, green transformation in the digital era, smart manufacturing and global supply chains, and governance of megacities.
The Prime Minister concluded by emphasizing the forum’s spirit of “three together”: listening and understanding together, sharing vision and action together, and developing and benefiting together. He expressed confidence that the Autumn Economic Forum 2025 will foster cooperation, multilateralism, and sustainable development for Vietnam and the international community.
