HCMC – The Investigative Police Agency of the Ministry of Public Security on October 31 pressed charges against violations of accounting and bidding regulations which caused serious consequences at Division 4 of the Ministry of Agriculture and Rural Development and other relevant entities.
Local news reports quoted sources from the Ministry of Public Security (MPS) as saying today, November 1, that in line with Resolution 74 adopted on November 15, 2022 by the 15th National Assembly on the acceleration of policies, laws, savings practices, and wastefulness prevention, and as per a directive from Party General Secretary To Lam on prevention of wastefulness associated with anti-corruption and anti-misconduct, the Investigative Police Agency had clarified violations involving the investment and execution process of the Ban Mong reservoir project in Nghe An Province.
Investigators determined that this project had fallen behind schedule, requiring multiple adjustments to the investment cost, causing a significant waste of state money.
This project is managed by the Water Resources Investment and Construction Management Unit 4 under Division 4 at the Ministry of Agriculture and Rural Development.
Charges were also filed against eight individuals.
Nguyen Van Dan, director of Hoang Dan Company, was charged with violations of accounting and bidding regulations causing serious consequences as stipulated in Articles 221 and 222 of the Penal Code.
Hoang Xuan Thinh, former deputy director of Division 4; Nguyen Vinh Hoang, head of Planning and Appraisal of Division 4; Duong Chi Thanh, officer of the Construction Management Department of Division 4; and Vu Dinh Thinh, deputy director of Hoang Dan Company, were charged with violations of bidding regulations causing serious consequences as per Article 222 of the Penal Code.
Charged with violations of accounting regulations causing serious consequences under Article 221 of the Penal Code were Vu Thi Kim Lien, chief accountant of Hoang Dan Company, Bui Cao Nguyen, accountant of Hoang Dan Company; and Nguyen Van Giap, former director of Sao Vang Company.
Currently, the Investigative Police Agency is expanding the investigation to clarify the violations of the suspects and related parties at Hoang Dan Company, contractors, construction units, and state agencies to propose appropriate legal actions.
