Politburo urges early development of two nuclear power plants

HCMC – The Politburo has urged relevant units to accelerate work on two nuclear power plants, Ninh Thuan 1 and 2, in cooperation with suitable partners, with the goal of bringing them into operation in the 2030-2035 period.

On behalf of the Politburo, Party General Secretary To Lam has signed Resolution No. 70-NQ/TW, dated August 20, 2025, on ensuring national energy security through 2030 with a vision to 2045.

The resolution also sets out the overarching goal for 2030: to firmly ensure national energy security; provide sufficient, stable, high-quality, and low-emission energy to support socio-economic development, safeguard national defense and security, improve people’s livelihoods, and protect the ecological environment.

With a vision to 2045, the resolution aims to firmly ensure national energy security; build a competitive, fair, transparent, and efficient energy market aligned with the socialist-oriented market economy; develop a synchronized and sustainable energy sector that uses resources efficiently, and many others.

Regarding nuclear power, it calls for the prompt construction of the Ninh Thuan 1 and 2 nuclear power plants with suitable partners, ensuring Vietnam’s best interests while taking into account previous agreements, and putting them into operation in the 2030-2035 period.

It emphasizes the need to build a nuclear power program with flexible scales and small modular reactor plants; strengthen investment in nuclear energy research and technology to gradually master nuclear power and reactor technologies; adopt advanced solutions suited to Vietnam’s conditions while ensuring absolute safety and security and maximizing socio-economic benefits; and encourage participation from both state-owned and private enterprises in developing small modular nuclear power.

Vietnam is reviving the Ninh Thuan 1 and 2 nuclear power projects, with EVN and PVN serving as the respective investors for the two plants.

The Government has drawn up a plan to implement a special investment mechanism for the Ninh Thuan nuclear power project.

Under the plan, the Ministry of Industry and Trade, together with relevant parties, is tasked with negotiating and signing international treaties with partners on cooperation in building the two plants. The process is scheduled to be completed in September for the Ninh Thuan 1 project and in December for the Ninh Thuan 2 project.
