The Ministry of Agriculture and Environment has submitted to the Ministry of Justice a draft decree on the responsibility of producers and importers for product and packaging recycling and waste treatment, commonly known as extended producer responsibility (EPR), for appraisal. This is an important step toward completing the legal framework and putting the EPR policy into substantive practice. Facilitating business access and compliance According to the draft report, Decree 08/2022/ND-CP and Decree 05/2025/ND-CP have basically established the legal corridor for implementing EPR regulations under the 2020 Law on Environmental Protection. Practical implementation has shown that EPR is a new policy with a wide scope, involving many groups ranging from producers and importers to recycling enterprises. It is also an important tool to promote the transition to a circular economy growth model—the target that Vietnam is striving for. However, current regulations remain scattered, embedded in general decrees, making it difficult for businesses to look up and implement them, and for authorities to supervise effectively.
