HCMC – The Ministry of Construction is drafting a decree that mandates the use of renewable energy and other green development criteria for new urban areas as part of its push for “green growth” in city planning.
The draft specifies that new urban areas must incorporate several green growth requirements beyond standard planning regulations. These include the use of renewable energy, the construction of green buildings, and water reuse systems.
Furthermore, technical infrastructure must be developed to support the management, monitoring, and operation of traffic for smart cities.
New urban centers are also required to have centralized technology systems for air quality monitoring, noise, and emission warnings, as well as a balanced distribution of centralized green spaces and green areas within structures.
For existing urban areas undergoing renovation or construction, the draft mandates the allocation of public space, an increase in the ratio of green trees and open areas, and the use of low-carbon emission materials. These developments must also feature energy-efficient building systems and centralized wastewater and solid waste collection and treatment systems.
Areas planned for urban expansion must comply with green growth standards related to green spaces, water surfaces, and public areas, while also implementing solutions for energy-saving buildings and effective waste management.
The ministry is gathering feedback on the draft decree through its official website.
