HCMC – The Ministry of Construction has set an income limit for individuals and families eligible to buy or rent social homes. Single people earning no more than VND15 million per month are eligible, while the threshold for married couples is set at VND30 million, the ministry announced.
The limit applies to low-income urban workers, employees in industrial zones, and public sector personnel. Employers must certify applicants’ salaries based on official payroll records.
Military and security personnel have different thresholds. Single applicants in these groups must earn no more than the total salary of a colonel, including allowances, while married applicants cannot exceed 1.5 to 2 times that amount.
If an applicant’s spouse does not have a formal labor contract, local authorities will assess household income to determine eligibility.
