Soc Trang faces barriers in sea sand mining for expressway construction

HCMC – Due to regulatory obstacles, Soc Trang Province has proposed that the prime minister authorize it to grant permission for sea sand mining for the construction of the North-South Expressway.

Earlier, the My Thuan Project Management Board requested the Soc Trang government to allow contractors to extract sea sand from the B1 area, with around six million cubic meters needed for leveling the roadbed of the Can Tho-Ca Mau section.

However, after reviewing the legal framework, Soc Trang stated it did not have the authority to grant permission for sea sand mining.

The provincial authorities explained that under current regulations, the provincial People’s Committee is entitled to manage the waters within six nautical miles from the coastline. The B1 sea sand mining area is located 11 nautical miles from the mainland, which is beyond the province’s jurisdiction.
