Social housing approval process cut down to 153 days

HCMC – Procedures for social housing projects in HCMC from now on will take 153 days at most for developers who already have a land use right certificate.

The municipal government said it sent official dispatches to the authorities concerned with building social homes and restructuring grade-D condo building projects in the city.

According to the document, procedures for building social homes will consist of five steps and take a maximum of 153 days if developers have a land use right certificate.

In case social housing projects take place on public land and are not funded by the State, there will be two more steps, taking the approval process up to 318 days.

Meanwhile, procedures for rebuilding grade-D condominiums will take 241 days with nine steps if homeowners have decided on developers.

Otherwise, the government will select developers via bidding. In this case, the procedures will have 10 steps and take 208 days if there is only one winner, or 353 days for two or more winners.

The dispatch also specified obligations and time limits for agencies to complete each step. 

Administrative procedures have always been a hurdle for property companies over the past few years. Earlier, it took around two years to complete paperwork for social housing projects, making businesses cautious against investing in these projects.

The administrative process was quickened because authorities can now complete the paperwork themselves without waiting for other agencies to finish theirs.
