Special mechanisms sought for BOT infrastructure projects

HCMC – The Ministry of Construction is drafting a resolution on special policy mechanisms for 11 transport infrastructure projects developed under build-operate-transfer (BOT) contracts, with a combined investment of nearly VND14.8 trillion.

The draft, intended for submission to the National Assembly, aims to address longstanding legal and financial issues facing BOT projects signed before the Law on Public-Private Partnership (PPP) took effect, reported the Government news website (baochinhphu.vn).

The proposed resolution is designed to improve the investment environment, attract private capital, and facilitate infrastructure development.

The 11 projects include major transport links across the country. Among them are the Viet Tri–Ba Vi Bridge, which connects National Highways 32 and 32C; the Thai Ha Bridge linking Thai Binh and Ha Nam provinces to the Cau Gie–Ninh Binh Expressway; and the Deo Ca tunnel system, which comprises Deo Ca, Co Ma, Cu Mong, and Hai Van tunnels.

Other projects involve the Bac Giang–Lang Son Expressway, the Thanh Hoa City bypass on National Highway 1, the Thai Nguyen–Cho Moi road and upgrades to National Highway 3, the section of National Highway 14 (Ho Chi Minh Road) in Dak Lak Province, improvements to National Highway 91, upgrades to the Saigon River waterway from Binh Loi Bridge to Ben Suc Port, renovation of National Highway 39B, and the An Hai Bridge in Phu Yen Province.

Of the proposed funding, around VND14.2 trillion would come from the central budget’s 2024 revenue surplus and cost savings. This amount would be allocated to nine projects. The remaining VND576 billion would be sourced from local budgets for the other two projects under provincial management.

Several ongoing projects in the operation phase have been proposed for additional state funding. These include an additional VND598 billion for the Viet Tri–Ba Vi Bridge, VND1 trillion for the Thai Ha Bridge, VND2.28 trillion for the Deo Ca tunnel complex, and VND4.58 trillion for the Bac Giang–Lang Son Expressway.
