Editor’s note: The Politburo has approved HCMC’s proposal to develop a Special Urban Law, similar to the Capital Law. The city has established a steering committee to assess Politburo Resolution 31/2022 on the direction and tasks for HCMC’s development to 2030, with a vision to 2045, and to study the formulation of a Special Urban Law. The Saigon Times spoke with Associate Professor Dr. Thai Thi Tuyet Dung, Head of the Legal Affairs Department at Vietnam National University Ho Chi Minh City, about this issue. The Saigon Times: The Politburo has allowed HCMC to study the development of a Special Urban Law. What is your view on this policy? Associate Professor Dr. Thai Thi Tuyet Dung: Over the years, HCMC has been granted special mechanisms and policies by the National Assembly, notably Resolution 98/2023/QH15 and Resolution 260/2025/QH15 amending and supplementing Resolution 98, Resolution 188/2025/QH15 on piloting specific and special mechanisms and policies for developing urban railway networks in Hanoi and HCMC, and Resolution 222/2025/QH15 on the International Financial Center in Vietnam, located in HCMC and Danang.
