HCMC – The HCMC Department of Industry and Trade has written to the Ministry of Industry and Trade recommending several measures to better regulate and promote the development of e-commerce, particularly in cross-border transactions.

While acknowledging the many benefits of e-commerce, the department noted several challenges, including ensuring product quality, combating counterfeit and prohibited goods, protecting consumer rights, and securing information.

One key concern highlighted was trade promotion violations on e-commerce platforms, where advertising and promotional discounts sometimes exceed 50% of the value of goods and services, breaching existing regulations.

To address these issues, the department proposed enhancing inspections and imposing stricter penalties for violations related to advertising and promotions on e-commerce platforms. They also recommended applying administrative penalties, such as suspending or terminating operations of websites or platforms found to be in violation.

The proposal urged the Ministry of Industry and Trade to focus on supervising cross-border e-commerce platforms and improving regulations related to taxes and customs.
