When policy aligns with digital economy

The Ministry of Finance is drafting a Government decree to amend and supplement several provisions of Decree 123/2020/ND-CP on invoices and supporting documents (as amended by Decree 70/2025/ND-CP). This step aims to concretize administrative reform and the national digital transformation agenda, while easing pressure on the IT infrastructure of both businesses and tax authorities. Decree 70 was issued in March 2025 and took effect on June 1, 2025, with the goal of enhancing transparency and preventing revenue losses to the state budget. However, its implementation has revealed several issues, particularly regarding IT infrastructure capacity. According to the Ministry of Finance, between June 1 and December 30, 2025, the system processed more than 3.7 billion e-invoices, along with over 2.7 billion invoices generated from point-of-sale systems. On average, more than 925 million invoices were issued per month—double the monthly average in 2024. The primary cause has been identified as the removal of the consolidated invoice mechanism under Decree 70, which requires businesses to issue invoices for every individual transaction, including small transactions with non-business individual customers.
