HCMC is planning to implement the transit-oriented development (TOD) model to leverage the current and future metro lines like 1 and 2, and HCMC Beltway No. 3 to establish 11 urban hubs. Despite a delayed start, experts view this as a crucial foundation for sustainable urban development in the city. Three TOD models for HCMC Under the National Assembly’s Resolution 98/2023/QH15, which provides HCMC with special mechanisms, the HCMC People’s Committee has outlined plans to develop TOD areas along metro lines 1 and 2, and Beltway No. 3. The city aims to explore three TOD models: core transit areas, transitional zones, and areas adjacent to major traffic intersections. The first model focuses on high-density development within a 400- to 500-meter radius of metro stations, the core transit area. This approach encourages mixed-use spaces, blending residential, commercial, and service functions while prioritizing pedestrian-friendly infrastructure.
