A sensitive test for condo rentals

The Office of the HCMC People’s Committee has announced Vice Chairman Bui Xuan Cuong’s conclusion regarding the pilot model for short-term apartment rentals. This initiative is a structured experiment—focused on establishing clear processes, conditions, and management mechanisms. In recent years, short-term apartment rentals through platforms such as Airbnb, Booking.com, and Agoda have gained popularity in HCMC. Many foreign tourists, professionals, and business travelers favor this option for its convenience and flexibility. For apartment owners, it offers a more profitable alternative to traditional long-term leasing. However, the business remains largely spontaneous, with existing regulations failing to fully address its operations. As a result, property owners lack clear guidelines, and management agencies face challenges in oversight—particularly regarding safety standards, tax compliance, and the protection of residents’ interests. According to the conclusion issued by HCMC Vice Chairman Bui Xuan Cuong, the city government will initially pursue two approaches to address short-term apartment rentals.
