Specifically, the Government has proposed full decentralization, granting local authorities, the Ministry of Defense, and the Ministry of Public Security the authority to approve investment project policies and appoint developers for social housing and housing projects for the armed forces. The Government has proposed piloting a mechanism for assigning investors, approving investment policies, and awarding no-bid contracts to social housing developers. Under this approach, provincial people’s committees would have the authority to directly assign investors or approve investment policies for social housing projects within their jurisdictions.
