HCMC – Tay Ninh Province has proposed developing the first phase of the Go Dau–Xa Mat Expressway under a build–operate–transfer (BOT) contract.
The expressway, estimated to cost nearly VND10.3 trillion, would connect with the HCMC–Moc Bai Expressway at Phuoc Thanh Commune and run to the Xa Mat border gate, with a total planned length of around 65 kilometers, reported the local media.
Phase 1 would cover a 28-kilometer section with four lanes and two emergency lanes. The designed speed is 120 kilometers per hour. This section would pass through Phuoc Thanh Commune, Thanh Duc Commune, Long Hoa Ward, Cau Khoi Commune, and Tan Ninh Ward. Land clearance needs for this stage are estimated at around 248 hectares.
Tay Ninh authorities asked consultants to refine the proposal and clarify the project’s scope, potential impact and land clearance solutions — a crucial factor that could affect progress and feasibility.
The province also requested an assessment of future expansion options, including widening the road from four lanes to six or eight lanes to meet long-term traffic demand and reduce future costs. Compensation costs must be calculated based on the 2026 land price framework, and financial scenarios should demonstrate feasibility.
The Go Dau–Xa Mat Expressway would link directly to the HCMC–Moc Bai Expressway, creating an integrated transport network. The HCMC–Moc Bai project, also developed under a BOT model, spans about 51 kilometers and requires an investment of VND19.6 trillion.
The HCMC–Moc Bai Expressway is expected to be opened to traffic in 2027. Once both routes are completed, authorities expect shorter travel times, lower logistics costs, and stronger investment inflows into the Moc Bai industrial–urban zone. The new network is also expected to support trade with Cambodia and ASEAN markets.
