Toll collection methods proposed for State-funded expressways

HCMC – The Department for Roads of Vietnam has put forward two options for toll collection on state-funded expressways.

These proposals are outlined in the documents guiding the implementation of the amended Road Law once it takes effect.

According to the Ministry of Transport, toll collection on expressways is intended to cover costs for maintenance, renovation, or investment in new expressways rather than for profit-making purposes. Tolls will be collected only on routes that provide quality services.

Two toll collection methods have been proposed.

In option 1, the Department for Roads of Vietnam acts as the management agency and organizes the toll collection. The department would conduct tenders to select contractors to provide toll collection services.

The second option is for an operations and maintenance (O&M) contract. It involves the Government auctioning the right to collect tolls for a period of 5-10 years. The investor would pay the Government directly for this right.

The Department for Roads of Vietnam emphasized the importance of balancing toll fees to avoid significant impacts on the consumer price index (CPI) and to prevent a sharp increase in logistics costs.
