VCCI no longer authorized to issue certificates of origin

HCMC – The Ministry of Industry and Trade (MoIT) has officially revoked the Vietnam Chamber of Commerce and Industry’s (VCCI) authority to issue certificates of origin (C/O) and certificates of non-manipulation (CNM), and register origin identification codes under the REX system, with effect from April 21.

The MoIT has annulled multiple prior decisions that had authorized VCCI to issue various export-related certificates. This includes the issuance of C/O Form A, C/O Form B, other types of C/O required by importing countries, CNMs for goods transiting through third countries, and registration of REX codes used to access tariff preferences under the Generalized System of Preferences (GSP) provided by Norway and Switzerland.

The ministry has assigned its Agency of Foreign Trade to take over all these responsibilities. It will handle the continued issuance of C/O and CNM, manage REX registrations, and inform relevant domestic and international stakeholders of the change in authority.

Meanwhile, the MoIT’s Department of E-commerce and Digital Economy has been tasked with maintaining the technical infrastructure of the electronic certification system (eCoSys), which handles digital origin certificates, fee collection, and REX code registrations.

VCCI has been required to immediately cease issuing all types of origin certificates and REX codes. The chamber must also prepare and return all documentation and materials related to its previously delegated functions to the ministry.
