HCMC – The Ministry of Transport has announced a delay in the introduction of mandatory emissions testing for motorbikes, which was originally set to begin in early 2025. Instead, the Government will implement the measure in phases.
The decision came after a resident in HCMC raised concerns that enforcing emissions testing could prevent non-compliant vehicles from operating, potentially affecting a large portion of the population. He also called for support measures to assist those impacted by the new requirements.
The emissions testing is part of the law on environmental protection and law on road traffic order and safety, aimed at improving air quality and meeting both local and international environmental standards. Once implemented, motorbikes will need to meet specific emissions criteria.
The Ministry of Transport is working with the Ministry of Natural Resources and Environment to develop a gradual enforcement plan. Testing will not be compulsory starting January 1, 2025, when the new traffic law takes effect.
