Vietnam gives nod to Starlink satellite internet services

HCMC – The Government of Vietnam has approved a pilot program for Elon Musk’s SpaceX to provide its Starlink satellite internet services in the country, aiming to enhance connectivity in remote areas and support mobile and maritime internet access.

Under the program, SpaceX will introduce two categories of satellite telecommunications: fixed satellite services for internet access and dedicated channels for mobile stations, and mobile satellite services for internet connectivity on aircraft and vessels, reported the Vietnam News Agency.

According to Decision 659 issued by the prime minister, SpaceX will operate through a locally established entity to ensure compliance with Vietnam’s regulations. The trial will adhere to strict requirements regarding service types, deployment scope, subscriber limits, and frequency usage, with a maximum of 600,000 subscribers permitted during the pilot phase. This figure includes both direct customers of the local entity and those using Starlink services via authorized resellers.

To proceed, SpaceX must establish a ground gateway station in Vietnam to manage data traffic, ensuring that all local user data passes through the station and integrates into Vietnam’s public telecommunications network. This measure is intended to safeguard national security and regulatory oversight.

Additionally, SpaceX is required to fulfill commitments outlined in its investment proposal. These include supporting essential connectivity programs, collaborating with Vietnamese companies to distribute hardware and services, and investing in supply chain development and ground infrastructure.

Starlink, launched by SpaceX in 2019, uses a constellation of low Earth orbit satellites to deliver broadband internet. With approximately 30,000 satellites in orbit, the service now covers 116 countries and regions, serving over four million subscribers globally.

The pilot program will last five years from the date SpaceX’s local entity obtains a telecommunications business license, with a mandatory conclusion by January 1, 2031. The initiative marks a significant step in expanding internet access in Vietnam, particularly in underserved areas, while aligning with the country’s national security interests.
