Vietnam imposes 27.83% temporary anti-circumvention duty on Chinese HRC

HCMC – A temporary anti-circumvention tax of up to 27.83% is levied on specific hot-rolled coil (HRC) products from China, according to Decision No. 612/QD-BCT by the Ministry of Industry and Trade, effective April 2.

The measure targets flat-rolled iron or steel products with a thickness of 1.2mm to 25.4mm and widths from over 1,880mm up to 2,300mm.

The decision follows preliminary findings that these Chinese imports underwent minor modifications to bypass existing anti-dumping duties established in July 2025. The scope includes products that are pickled or non-pickled, not clad, plated, or coated, and have a carbon content of 0.30% or less by weight.

These items, classified under various HS codes, were found to have caused material injury to the domestic steel industry and undermined the effectiveness of current trade defense measures.

In the same ruling, the ministry announced the termination of its anti-dumping investigation into HRC products originating from India.
