HCMC – Vietnam aims to ensure that 100% of Internet service providers integrate harmful content filtering and 100% of online child abuse victims receive timely intervention by 2030.

These are two of the pivotal targets within the national program on “Protecting and supporting children to thrive in cyberspace for the 2026-2030 period,” which was approved by Prime Minister Pham Minh Chinh on March 23 under Decision No. 468/QD-TTg.

The program signals a fundamental shift toward an initiative-taking prevention model, building active immunity for the younger generation as the nation accelerates its digital transformation.

To achieve these goals, the Government mandates that all general education institutions implement cybersecurity solutions while every province and city must deploy technological platforms for digital skill training and smart counseling for children.

The decision outlines 11 strategic solutions to be executed by ministries and local authorities, ranging from perfecting the legal framework to narrowing the digital divide between urban and remote regions. A key focus remains on increasing the mandatory responsibility of tech firms in creating a safe digital environment and encouraging the production of healthy digital cultural products that foster creativity and soul-nourishing values.

The comprehensive strategy also emphasizes strengthening specialized inter-disciplinary forces to strictly manage online child abuse, ensuring that support and intervention are available immediately upon request from the children or their communities.
