HCMC – Vietnam’s Politburo has called for a comprehensive review of the 2013 Constitution for amendments as part of efforts to modernize the legal system and support the country’s next phase of development.
The Politburo on April 2 released a conclusion on legislative directions for the 16th National Assembly, setting a goal to establish by 2030 a legal system that is democratic, equitable, coherent, unified, transparent and workable, serving as a foundation for development.
By 2045, the framework is expected to be modern, of high quality and in line with real world conditions and international standards.
The Politburo said revising the Constitution would go hand in hand with broader institutional reforms to enable faster and more sustainable economic growth, strengthen the rule of law, and ensure the effective operation of a three-tier government model.
The plan also calls for legal reforms to promote cultural development, improve education, enhance natural resource management and environmental protection, and strengthen climate resilience. It also highlights the need to modernize the armed forces and deepen international integration.
The Politburo also stressed the need to remove legal bottlenecks to unlock resources and support double-digit economic growth. It called for the development of legal frameworks for emerging sectors, including the digital economy, artificial intelligence, green transition and renewable energy.
