Vietnam plans VND256-trillion budget for cultural development over next decade

HCMC – The Government has proposed an ambitious investment of VND256.25 trillion over the next 10 years to advance cultural development, with a strong focus on promoting national values and supporting the cultural sector.

Minister of Culture, Sports, and Tourism Nguyen Van Hung presented the plan to the National Assembly today, November 1, detailing the National Target Program on Cultural Development for 2025-2035. The first phase, from 2025 to 2030, will raise VND122.25 trillion, with VND77 trillion from central-level funding, VND30.25 trillion from local budgets, and VND15 trillion from other sources.

The program is designed to reinforce Vietnam’s cultural identity and boost its cultural influence.

Seven primary objectives have been outlined, including strengthening the nation’s cultural identity, fostering ethical standards, expanding public access to cultural experiences, and addressing regional disparities. Additional goals focus on encouraging public engagement in cultural preservation, developing a skilled workforce in the cultural sector, and promoting international cultural exchanges that showcase Vietnam’s unique heritage.

Some National Assembly deputies expressed concerns over the scale of the investment and recommended a careful review of funding sources to ensure the efficient use of national resources. They also emphasized the importance of realistic goals for 2030, such as the full digitalization of cultural institutions and enhancing cultural education for students.
