HCMC— Prime Minister Pham Minh Chinh on September 1 proposed three measures to strengthen cooperation at the expanded Shanghai Cooperation Organization (SCO) Summit, the first time a senior Vietnamese leader has spoken at an SCO event, reported the Vietnam News Agency.

Chinh said uneven development leads to insecurity and urged greater international collaboration to address common challenges.

He called for stronger multilateralism to handle conventional and non-conventional security threats, more resource mobilization for development, and improved global governance. Chinh also urged major powers to lead efforts with the United Nations to achieve sustainable development goals.

The prime minister emphasized building trust and mutually beneficial partnerships, starting with neighboring countries, to enhance regional and global connectivity.

Chinh reaffirmed Vietnam’s foreign policy of independence, peace, and multilateral cooperation, adding that Vietnam will work closely with SCO members and partners to maintain stability and development in the Asia-Pacific region.

The summit, themed “Global Governance Initiative,” is the largest in the SCO’s 25-year history, drawing leaders from more than 23 countries and representatives of 10 international and regional organizations, including ASEAN member states and the United Nations.
