HCMC – The Ministry of Industry and Trade (MOIT) has launched an anti-circumvention investigation into certain hot-rolled steel products from China, following requests from domestic producers Hoa Phat Dung Quat and Formosa Ha Tinh.
The investigation, coded AC03.AD20, was announced by the Trade Remedies Authority of Vietnam. It aims to determine whether Chinese manufacturers have been evading existing anti-dumping duties through minor changes in product characteristics.
In July, the MOIT imposed official anti-dumping duties on several Chinese hot-rolled steel products under Decision No. 1959, while ending a similar probe on imports from India.
The two Vietnamese steelmakers claimed that wide hot-rolled steel sheets between 1,880mm and 2,300mm in width were being slightly altered to avoid anti-dumping tariffs. Their submission included preliminary evidence of potential evasion.
Following the probe’s initiation, the Trade Remedies Authority of Vietnam will send questionnaires to related parties to collect and verify information before the ministry issues its final conclusion.
